Reiki with the young
I believe if a child has a strong desire to learn Reiki then it should be taken seriously although each situation does require careful investigation and not just carried out as a matter of course.
The age of responsibility for some Religions is 7, for others it is 13. I would not recommend training till at least the age of 7 is passed.
I would also recommend no child receives empowerment and training unless they have continued access to a trusted adult who is also practicing Reiki regularly and can mentor the child. I believe the best possible situation would be where a parent or grandparent is also empowered for Reiki prior to the child receiving training and empowerment. They can then monitor the childs progress and take further advice from their Reiki Master Teacher if required.

Reiki treatments or training with children would require both the child and their parent/guardian's permission and would also require the adult to be present at the treatment and or training.
Important: As with Adults, you should not stop any childs prescribed medication without your doctors advice. A Reiki practitioner should never give medical advice or diagnosis unless that person is also a qualified medical doctor.
